Understanding the challenges
FTP Academy conducted this Stakeholder Solutions Workshop in collaboration with Dubai Land Department to bring together property owners, developers, OAC representatives and other stakeholders from across the real-estate ecosystem.
The workshop focused on understanding recurring stakeholder challenges, clarifying responsibilities and identifying practical ways to improve communication, accountability and resolution.
The session began by looking at real complaint patterns and recurring issues within the property ecosystem. Participants explored how complaints can escalate when responsibilities are unclear, communication breaks down or different stakeholders have conflicting expectations.
This created a shared understanding of the challenges before moving into practical activities.
Building empathy across stakeholders
One of the workshop activities asked participants to step into different stakeholder roles and consider how the same issue may be experienced from another perspective.
The exercise helped participants reflect on the frustration, confusion and loss of trust that can develop when problems remain unresolved.
By looking at situations from different viewpoints, the workshop encouraged a more collaborative approach to problem-solving.

Clarifying roles and responsibilities
Participants were introduced to the RACI framework, which helps clarify who is responsible, accountable, consulted and informed within a process.
This was then applied to real-world scenarios so that groups could identify where responsibilities were unclear and explore how roles could be better defined.
The objective was to move away from blame and towards clearer ownership of issues and solutions.

Developing practical solutions
Working in groups, participants analysed recurring scenarios and discussed how stakeholder responsibilities, communication and accountability could be improved.
The different groups then shared and reviewed their proposed solutions through a collaborative Gallery Walk.
This produced practical solution ideas, clearer ownership conversations and shared observations that participants could compare across stakeholder groups.

Turning insight into action
The workshop concluded by asking participants to identify one practical action they could take following the session.
This helped connect the discussion with real-world implementation and reinforced the importance of shared responsibility in improving stakeholder relationships.
Strengthening the real-estate ecosystem
By bringing property owners, developers, OAC representatives and other stakeholders into the same conversation, the workshop created an opportunity to look at recurring challenges from multiple perspectives.
The session combined data, discussion and practical problem-solving to support clearer communication, stronger accountability and more effective collaboration across the real-estate ecosystem.
